It's not as simple as just taking out British Citizenship - it's quite a long process. First your Mom would have to get a one year spousal visa - giving her the right to live and work in the UK. After this, she could apply for indefinite leave to remain where time restrictions to her stay are lifted. After 3 (I think it's 3 now for a spouse it used to be 5) years she can apply for citizenship and a passport.
(Depends on good behaviour etc as well. So if your mom intended robbing a bank or anything here, the next step in the process is not guaranteed!)
As far as I know, you mom would have to sort out her visa from the US before arriving. If she declared she was married to a Brit and tried to get in on a tourist visa, they'd send her straight back.How to get a permanent visa if one spouse is a British citizen?

is automatically entitled for a British citizenship.All you
have to do is go to the British Ambassy and fill out the
forms. By the way you can do away the permanent visa.
Your step father applies to the home office to have his wife live in UK with him .( a residency application )
it's not a problem.for some one with a US citizenship...
they can make their application at a British consulate or embassy in US.. or to the Home office in UK ..and if you..yourself are under age...under 16 years old you can have a residency also ..this is a visa issued
by the Home office .indefinite stay in UK..and after 5 years
she can apply for a citizenship and take a British passport...well a European union passport..
He will be allowed to live in the UK on the grounds that he is married to a British Citizen
