Can a spouse be a witness on forms that need to be submitted to a government agency?

My husband is applying for the police force and has tons of paperwork. There is one form that is a ';memorandum'; that needs a witness signature. It does not ask for a notary, so can I be the witness to his signing? Can a spouse be a witness on forms that need to be submitted to a government agency?
You sure can.Can a spouse be a witness on forms that need to be submitted to a government agency?
Probably...but since it's a government form for the police force I would play on the safe side and get a notary to witness you signing it.

You can usually find a notary at a bank, it's not that difficult.
